Locally, I've had good service at Spencer Seed Supply in Spencer , Ohio.

There are a wide range of cover crops that can be planted in September. Winter Rye, Buckwheat, Hairy Vetch, several varieties of clover and oats all can be fall planted.

It all depends what you want the cover crop to do

You can buy Surround at Western Reserve in Middlefield. Pretty reasonable too.
